Technical Assistance for Civil Society Participation in Budget Formulation in the Pacific

This report describes technical assistance provided by the Asian Development Bank to its member countries in the Pacific to promote poverty reduction through greater budget transparency and participation in budget formulation and implementation. To that end, the technical assistant would include: 1) the development of training materials; 2) regional workshops to demystify the budget process for both civil society and government officials; 3) the training of local institutions and nongovernmental organizations; 4) the analysis of the results of the regional workshops; and 5) an action plan to encourage government transparency and greater participation of civil society in the budget process.
