Monitoring Policy Outputs: Budget Monitoring in Malawi

This report illustrates how budget monitoring can be carried out in the absence of a PRSP and at the same time points some valuable lessons for civil society involvement in PRSP monitoring. The report refers to the experience of several Malawi civil society groups, which worked closely with the Parliamentary Budget and Finance (BAF) committee around the identification of key Priority Poverty Expenditures (PPEs) in the 2001-2002 budget.
