This guide (available in Spanish) was elaborated to evaluate the gender impact of government programs at the state level in Costa Rica, and to mainstream a budget analysis gender-sensitive perspective at the state level. The methodology is divided in modules that can be applied independently to obtain different depths of information, and it can be applied in different institutional settings. For example, it can lead to systematic practices implemented by the Auditor General or the Ministry of Planning, or it can be used by academic institutions for specific evaluations on gender equity.
