This paper addresses the question of how to understand the hybrid forms of governance that occasionally emerge when rights-based approaches (RBAs) are introduced into contexts of extreme poverty in rural Peru. In its section on economic exclusion the authors examine how RBA-guided strategies seek to redistribute private goods to guarentee at least a minimal level of well-being for all.
