Idasa released this piece in reaction to the President’s State of the Nation Address on February 11, 2005 and the Budget 2005. The paper points out the need to move away from gender-blind interventions to proactive gender-sensitive ones through ongoing critical engagement with the impact of budget expenditures on vulnerable groups, both inside government and within civil society.
