This paper examines the role of the International Monetary Fund in constraining countries from increasing public expenditure in education to meeting the education-related Millennium Development Goals. The research is based on case studies and interviews in Bangladesh, Cameroon, Guatemala, Ethiopia, India, Nigeria, and Sierra Leone from 2004 to 2005.
